Charles was living in Bremerton, Washington at the time of his marriage to Edna. He was an ice cream maker at the time. From what I can tell, they were married by A.E. Mitchell, at his home at 236, 15th Avenue South, in Vancouver. Witnesses were Dorothy Abbott and Alice E. Mitchell, who lived at that house or next door.
